That's when you'll know you've completed it. There'll also be a message on the screen saying something about water pressure levels being reset or something like that, and there'll also be one of the new Squad Rage upgrade thingies that you can use. Now once you've got that one completed, that's the second challenge done.
Then you can run through the tunnel that goes out to the west over to Industry, so there's a tunnel that goes kind of underground, and it will kick you out right at the bottom of Industry. Once you get into Industry, you go upstairs, and then you should be able to find a room with the computers and the big glass cases.
This is kind of where you can see the blueprint gun that you're trying to unlock. Now the next puzzle: there's some computer screens on the desk, and one of them will have a bunch of bars on it all relating to different hard drives, and then they will have a different set of numbers like percentages next to them.
If you're looking at that screen, and then you turn around, do a 180, and then look slightly to the left, you'll see there's a keypad there where you can enter an 8-digit code. So to get that 8-digit code, you need to look at the numbers next to the bars, and it's basically you just typing in the numbers from the biggest one to the smallest, so say if you get something like 53, 33, 36, and 2, that's the order you would do it in, so you type in 53, then 33, then 30, then 6, then two, and that's your 8-digit code, and once you've got it right, that will unlock that display case that has all of the armor in it.
If you've completed all three of those challenges, then the other display case will have a button next to it; it should have free green lights next to it. If you've done all of these different challenges, you can interact with them, and that glass case will pop open, and you'll be able to grab the blueprint.
Now, word of warning: if you're doing this in a team, only the person who picks it up first will actually unlock the blueprint permanently. Busy, try and get this plate before the cop steals it. If you want to fly ahead and start doing the other bit you can do, yeah, because I think I can do this better.
